The Financial Services Training Package (FNS04), including Certificate IV in Financial Services (Personal Trust Administration), was amended in 2010 without either TCA or UWS College being consulted. The new FNS41310 Certificate IV in Personal Trust Administration included BSBWOR204A Use Business Technology as a core unit, whilst FNSPRT406A Administer Powers of Attorney or Financial Administration Orders was moved to being an elective unit. Further, the Level 3 units (Establish Entitlements to an Intestate Estate, Administer a Non-complex Estate, Administer a Non-complex Trust) were not included in the qualification. The new qualification was subject to continuous improvement, and Innovation & Business Skills Australia (IBSA) - the government- recognized Industry Skills Council steering the review - welcomed recommendations for improvements. In the meantime, in order to be able to continue offering the qualification, UWS College added FNS41310 to their scope. In early 2011, TCA made recommendations for improvements to the new FNS41310, including reinstating FNSPRT406A as a core unit, expanding the number of elective units available for inclusion, and recognising credit for one Level 3 unit. Whilst these recommendations have now been adopted by the Australian Skills Quality Authority, UWS College has been advised that the changes were significant enough to be considered "major amendments" to the qualification, and it was re-designated FNS41311 Certificate IV in Personal Trust Administration. This re-designation means that UWS College is required to add the new qualification to their scope; whilst application is to be made, approval can take up to 8 months, and thus UWS College will be unable to offer FNS41311 in Semester 1, 2012. All Level 4 and Diploma level component units will be offered in Semester 1, and it is expected that offering the Level 3 units and the over-riding Certificate IV qualification will resume in Semester 2, 2012. |
